Instructions
1-Preheat the oven to 325°F (163°C). Lightly spray an 8×8 inch baking pan and line it with parchment paper, then spray the parchment lightly.
2-In a medium bowl, combine granulated sugar, flour, cocoa powder, powdered sugar, chocolate chips, and salt.
3-In a large bowl, whisk together eggs, oil, water, and vanilla extract.
4-Sprinkle the dry mixture over the wet mixture, then fold gently until just combined. The batter will be thick.
5-Pour the batter into the prepared pan and spread evenly with a rubber spatula, smoothing the top.
6-Bake for 40 to 48 minutes, testing doneness by inserting a toothpick, remove when a few crumbs stick but no wet batter remains. It’s better to underbake slightly than overbake.
7-Let the brownies cool completely, about 2 hours, to set and become fudgier before slicing.
